Roosevelt's third address was made in 1903. Included in this speech is the announcement of the creation of the Department for Commerce and Labor, which it was hoped would regularise employment and business affairs. Also mentioned was the immigrant question. While accepting that more immigrants were needed, the problem lay in their suitable distribution and in denying access to 'undesirable' immigrants.
